Australia Announces Paperless Arrival Cards: What Changes for Travellers

The orange arrival card you usually fill out on the plane, often while searching for a pen, will soon be a thing of the past. On 13 July 2026, the Australian Government announced that the paper arrival card is going digital, with $56.1 million in funding over four years. The new system, called the Australia Travel Declaration, lets you complete your arrival details on your phone before you land. What is Changing with the Australia Arrival card? 

For many years, travellers to Australia filled out a small orange paper card. This card, known as the Incoming Passenger Card (IPC), is now being replaced by a digital form called the Australia Travel Declaration (ATD). The Incoming Passenger Card is not going away; it is just becoming digital.

Why is Australia Replacing Paper Arrival Cards?

The change is about more than just avoiding the hassle of finding a pen during your flight. According to the official announcement, moving the Australia arrival card online aims to:

  • Make arrivals smoother and cut down on paperwork for travellers.
  • Gather traveller information before arrival and improve the quality of data used for risk checks.
  • Help authorities react faster to global risks like biosecurity threats or disease outbreaks.
  • Support a smooth digital border process that uses biometrics.

What Has the Government Said? 

Four federal ministers announced the rollout on 13 July 2026, along with a $56.1 million funding commitment over four years. They confirmed the following details:

  • Home Affairs Minister Tony Burke said modernising travel is essential for Australia's prosperity and national security. He also said digital declarations will become a permanent part of the border process.
  • Trade and Tourism Minister Don Farrell said this change is a win for both tourists and tourism operators, making Australia easier and more welcoming for visitors.
  • Agriculture Minister Julie Collins said the digital option will strengthen biosecurity by helping authorities spot and respond to risks before they reach Australia.
  • Acting Transport Minister Kristy McBain confirmed that digital passenger cards will be introduced at all Australian international airports over the next 18 months.

Who Can Use the Digital Australia Arrival Card Right Now? 

It’s important to set expectations here. The digital Australia Incoming Passenger Card isn’t available to everyone yet. At the moment, it’s only for passengers on certain Qantas international flights to Brisbane, Sydney, and Melbourne. Perth and Adelaide will be added before the end of 2026.

There are a few conditions you should know about:

  • You need to be at least 18 years old to submit the declaration.
  • The form needs to be filled out in English.
  • You can complete it using the Qantas app up to 72 hours before your flight leaves.

If you don’t meet these conditions, you’ll still use the paper card, just like before.

When Will the Paperless Arrival Card Reach Every Airport? 

The government plans to roll out the digital Australia Travel Declaration nationwide. After launching at capital city airports, it will be available at all international airports and seaports over the next 12 to 18 months. The process will start with a simple web form that any traveller can use, no matter which airline they fly with.

This timing is intentional. Australia expects more visitors before the 2032 Brisbane Olympic Games, so making arrivals easier is part of the plan. Since the trial began in October 2024, over 450,000 passengers have already used the digital declaration.


Tribe Travel Tip: When the digital Australia arrival card is available as a web form, make sure your phone is charged and your QR code is easy to access. Officers will scan it as you leave, and sometimes near the baggage claim area.

How Does the Digital Australia Travel Declaration Work? 

Getting started is easy:

  • Fill out the Australia Travel Declaration in the Qantas app up to 72 hours before your flight.
  • You’ll get a digital pass with a QR code from the Department of Home Affairs. It will be sent to both the app and your email.
  • When you leave the airport, show your QR code to an Australian Border Force officer.

If your flight is cancelled, rescheduled, or arrives in a different city, just use the paper Australia arrival card instead. You won’t lose any information.

What Does the Incoming Passenger Card Actually Ask You? 

Pay close attention to this section, as Australia is strict about border declarations. The Incoming Passenger Card, whether paper or digital, asks what goods you are bringing, with a strong focus on biosecurity.

You are asked to declare:

  • Food, including snacks, spices and packaged items.
  • Plant material, seeds and wooden souvenirs.
  • Animal products, and anything used around farms or in rural areas.
  • Larger sums of currency, and any criminal convictions.

Australia has some of the strictest quarantine rules in the world, and there is a good reason for this. Because the continent is so isolated, even something small like an undeclared apple or muddy hiking boots can bring in pests that cause serious harm. The rule at the airport is simple: if you are unsure, declare it. The fines for mistakes are high.

What Does This Mean for Indian Travellers? 

If you are flying from India, not much is different for now. The digital Australia Incoming Passenger Card is only available on some Qantas flights to a few cities, so if you are flying with another airline, you will still need to fill out the paper card on the plane.

This will change as the online form becomes available over the next 12 to 18 months. For now, here is what you should do:

  • Bring a working pen so you can fill out the paper card if needed.
  • Have your Australian address and flight details ready.
  • Declare any Indian food or spices you bring, whether they are homemade or packaged.
